In early 2022, the Federal Motor Carrier Safety Administration (FMCSA) introduced new regulations that established a baseline of training requirements for entry-level drivers. These apply to those seeking to obtain a Class A or Class B CDL for the first time, upgrade an existing Class B CDL to a Class A CDL, or obtain a school bus endorsement, passenger endorsement, or hazardous materials endorsement for the first time.

An entry-level driver must, prior to taking the skills test, successfully complete a prescribed program of theory and behind-the-wheel instruction provided by a school or other entity listed on FMCSA's Training Provider Registry (TPR).

The Entry Level Driver Training Hazmat Endorsement Training Curriculum from J. J. Keller is designed to help drivers meet the theory instruction requirements set by the FMCSA for entry-level drivers seeking a hazmat endorsement on a new or existing CDL.
