The Clean Water Act (CWA) and the National Pollutant Discharge Elimination System (NPDES) regulate organizations that discharge into both publicly owned treatment works and navigable waters. Any facility proposing to discharge into the nation's waters must get a permit first.

The Environmental Protection Agency (EPA) requires industrial facilities to have a Multi-Sector General Permit (MSGP) to discharge stormwater. The permit's main purpose is to make sure you manage stormwater in a way that limits pollutants to the environment. The permit requires operators to train all employees who work in areas where industrial material or activities are exposed to stormwater. This could include individuals responsible for implementing activities necessary to meeting the limits and conditions of the permit.
